Could you share a little more details about what do you need and what you are looking for? How many people will use that? Do you want it to run locally or on intranet?
There’s Kiwi TCMS. On the website they will try to sell you license without support, but when you scroll a little down, there is a note how to get it for free. You can also check their GitHub and deploy it yourself.
Fossil is project management suite. It does not have separate module for test case management, but maybe you can use bug tracking, wiki or technotes to achieve your goal.
If this is the common case of “management wants to know how testing is progressing without asking me for details”, then perhaps a page on internal Confluence / other wiki, or shared Google doc will be sufficient.

We want to run on intranet to support up to 10 users but also generate report in dashboard.
